ALBANY, N.Y. (AP) ? The federal government should help police departments nationwide obtain the tools and training needed to attack a rising scourge of driving under the influence, two U.S. senators said Sunday.
Sens. Charles Schumer of New York and Mark Pryor of Arkansas proposed that federal funding in a pending transportation funding bill be used for research and to train police. They said police have no equipment and few have training in identifying drugged drivers, who don't show the same outward signs of intoxication as drunken drivers do, such as slurred speech.
"Cops need a Breathalyzer-like technology that works to identify drug-impaired drivers on-the-spot ? before they cause irreparable harm," Schumer said. "With the explosive growth of prescription drug abuse it's vital that local law enforcement have the tools and training they need to identify those driving under the influence of narcotics to get them off the road."
Schumer says drugged driving arrests rose 35 percent in New York since 2001, but he says that's a fraction of the cases.
The Democrats cited a 2009 federal report in which 10.5 million Americans acknowledged that they had driven under the influence of drugs. Schumer said the National Highway Traffic Safety Administration reported that in a 2007 roadside survey, more than 16 percent of weekend and night-time drivers tested positive for illegal prescription drugs or over-the-counter drugs. Eleven percent of them were found to have taken illegal drugs.
The administration also found that a third of 12,055 drivers tested who died in car crashes in 2009 had used drugs.
Yet police have no approved equipment to help identify drugged drivers, though saliva tests are being researched.
Pryor wants to create federal grants so police can participate in programs that require up to 200 hours of instruction to detect drugged driving.
Schumer said the effort is prompted in part by two fatal December crashes in the New York City area in which two boys ? one 5 years old and the other, 4 ? died. Prescription drug abuse is being investigated in both cases.

North America boosts Ford in 4Q (AP)
DEARBORN, Mich. ? For Ford, there's no place like home.
North America propped up the company in the fourth quarter as the European debt crisis and flooding in Thailand hurt profits elsewhere. Ford Motor Co.'s shares took an initial hit after the company missed Wall Street's expectations, but moderated once the company promised better ? if still bumpy ? results in 2012.
Ford reported $13.62 billion in net income, but investors brushed off the result because most of that came from an accounting change. Excluding that change, earnings totaled $1.1 billion, or 20 cents a share, missing Wall Street expectations by 5 cents.
Ford's stock price fell as much as 6 percent in premarket trading. The stock price was down 3.5 percent to $12.29 in early afternoon trading.
Ford said Thai flooding and the rising cost of steel and other commodities hurt the company more than analysts had expected.
Chief Financial Officer Lewis Booth said the November floods, which affected Thai parts suppliers, cost 34,000 units of production in Thailand and in South Africa, which relies on Thai-made parts. Ford also spent $2.3 billion more on commodities in 2011 than the prior year, which was $100 million more than it had forecast.
The company lost money in Europe and Asia in the fourth quarter, and profits fell in South America. But its North American operating profit rose 33 percent to $889 million.
"The quarter was really driven by North America," Booth said.
For the full year, North American profits rose 15 percent to $6.2 billion. Ford's U.S. market share slipped slightly in the fourth quarter but was up for the year, and the company got higher prices for new vehicles like the Ford Explorer and Ford Focus.
Elsewhere, the company suffered. In Europe, Ford's second-most important region by sales, fourth-quarter operating losses more than doubled to $190 million as the region's debt crisis hurt car sales.
Ford is cutting European production by 36,000 vehicles in the first quarter. It's also trying to limit promotions, which could hurt sales to deal-hungry buyers.
Still, Ford CEO Alan Mulally said the company feels good about its prospects in Europe this year. Ten new or revamped vehicles are coming to that market.
Europe is the wild card that could prevent Ford from reaching its financial goals in 2012, said Bill Selesky, an auto analyst with Argus Research. He said Ford's investors calmed down after the company said it expects operating margins to increase this year. Ford's operating margin fell to 2.2 percent in 2011 because of higher commodity costs.
In Asia, Ford's sales fell 7 percent in the fourth quarter, largely because of the slowing pace of Chinese sales. Ford's Asia Pacific region lost $83 million in the fourth quarter and $92 million for the full year after posting profits in 2010.
Booth said things will be bumpy in Asia for the next several years as Ford embarks on a major expansion that includes the construction of seven plants. The company aims to triple the cars in its Chinese lineup to 15 in the next three years.
Booth said the South American market is also getting more competitive, and Ford's products there are older than some other brands. He expects that to turn around in 2013, when the company introduces more new products there. But in the meantime, fourth-quarter profits fell by more than half to $108 million.
For the full year, the Dearborn-based company made $20.2 billion, or $4.94 per share. Without the accounting gain, it earned $8.76 billion, or $1.51 per share, its highest operating profit since 1999. Full year revenue rose 13 percent to $136.3 billion.
Analysts had forecast full-year earnings of $1.86 per share on revenue of $127.31 billion.
Based on its full-year North American results, Ford said it will make profit-sharing payments of around $6,200 each to its 41,600 U.S. hourly employees. Employees will get their checks in March.
Ford moved $15.7 billion worth of tax credits and other assets off its books starting in 2006 because it wasn't making money so it couldn't take advantage of them. The company moved most of them back onto its books in the fourth quarter because it anticipates using them now that it's profitable.
The change will affect Ford's tax rates going forward. Ford's tax rate was 9 percent in 2010 because of the assets that were being held under the valuation allowance. Ford's new rate will be closer to 30 percent.
Booth called the change a "significant milestone" and said it's a strong indication that the company expects to remain profitable. Another is Ford's decision last month to reinstate a 5-cent quarterly dividend starting in March.

Apple lifts Nasdaq in cautious market (Reuters)
NEW YORK (Reuters) ? The Dow and S&P 500 fell on Wednesday on concerns over Greek debt talks, stalling a strong rally from last year, but the Nasdaq rose on Apple's forecast-beating results.
Apple Inc (AAPL.O) was a standout in what has otherwise been a fairly lackluster earnings season. So far, 58 percent of companies have beat forecasts while at this stage in past earnings seasons, 70 percent topped estimates.
After weeks of bargaining, deadlocks and an intervention by euro zone ministers, Greece and its bondholders may resume talks as soon as next week, avoiding a messy default.
The euro fell from session highs against the dollar on worries the European Central Bank may need to take losses on its Greek bond holdings. A high correlation between stocks and the euro has diminished in recent weeks but is apt to reassert itself in times of concern about Europe.
"We are getting a taste of what we suffered through last year where day-to-day we had solid fundamental improvement from the bottom up but bigger-picture concerns will tend to undermine that progress," said Jack Ablin, chief investment officer, Harris Private Bank in Chicago.
The Dow Jones industrial average (.DJI) dropped 67.51 points, or 0.53 percent, at 12,608.24. The Standard & Poor's 500 Index (.SPX) was down 3.09 points, or 0.24 percent, at 1,311.56. The Nasdaq Composite Index (.IXIC) was up 8.27 points, or 0.30 percent, at 2,794.91.
Apple was up 6.2 percent to $446.40, a new record high, after its quarterly results blew past expectations as consumers snapped up near-unprecedented numbers of iPhones and iPads, sending its shares into record territory.
Planemaker Boeing Co's (BA.N) quarterly profit rose on stronger commercial airplane deliveries, but its 2012 earnings forecast was lower than expected and its shares fell 3.1 percent to $73.
Both United Technologies Corp (UTX.N) and Rockwell Automation Inc (ROK.N) slightly missed revenue forecasts, with earnings growth reflecting a focus on cost controls. United Tech shares fell 1.4 percent to $76.69 and Rockwell dropped 4.7 percent to $77.89.
Another diversified manufacturer, Textron Inc (TXT.N), was up nearly 15 percent to $24.85 after it raised its 2012 profit forecast.
The S&P 500 has rallied over 20 percent since lows in October of last year on signs of improvement in the U.S. economy and an easing of credit conditions in Europe.
Corning Inc (GLW.N) fell 10 percent to $13.18 as manufacturers cut back on the production of big-screen televisions that use the company's specialty glass.
The U.S. Federal Reserve, holding a two-day policy meeting that ends later Wednesday, looks set to keep monetary policy on hold even as it releases forecasts expected to show interest rates will be near zero for at least two more years.
Roche Holding AG (ROG.VX) made a hostile bid for U.S. gene sequencing company Illumina Inc (ILMN.O), a major play by the Swiss drugmaker into the gene technology field. Illumina rose 44.3 percent to $54.40.

If, as Brown contends, ?I don?t think you can rule anything out in New England,? it would be foolish to presume that the Patriots haven?t deliberately botched with the down information.

John Harbaugh spent nine years as the Eagles? special-teams coordinator.? If Harbaugh didn?t have the presence of mind to sense trouble and take a time out under those circumstances, the Ravens have no business suggesting that the Patriots in some way cheated.
That should be the end of the discussion, but the fact that Brown opted to throw stones at the Patriots could prompt a response from the league office.? After all, the last time a team employee made off-the-cuff accusations regarding special-teams skullduggery, Jets owner Woody Johnson ended up calling Patriots owner Robert Kraft and Dolphins owner Stephen Ross with an apology.

Ending a?rule that dates back to?their founding in 1955, Disney theme parks will allow employees to wear goatees?or beards as long as they?"create an overall neat, polished and professional look,"?the company announced Monday in a memo to staff.
The update to the guidelines known as the "Disney Look" go into effect on Feb. 3, according to the memo, parts of which were published?by insidethemagic.net.
Walt Disney Parks and Resorts confirmed?to msnbc.com that the change had been made.
There is,?however, a well-defined?limit to the facial hair.?The memo states that any facial hair must be "neatly groomed and well-maintained at no longer than a quarter of an inch in length."
Disney in the memo added that it?also is starting a "Casual Friday" attire for staff not working directly with park visitors.
Disney last updated its "look" two years ago, the Orlando Sentinel reported, when it allowed female workers to forego panty hose when wearing skirts.

France threatens Afghan pullout after troops killed (Reuters)
PARIS/CHARIKAR, Afghanistan (Reuters) ? France threatened on Friday to pull out early from the NATO-led war in Afghanistan after a rogue Afghan soldier opened fire on French soldiers, killing four and wounding about 15 others.
The killings in the Taghab valley of Afghanistan's eastern Kapisa province were the latest in a series of incidents in which Afghan troops have turned on Western allies.
French President Nicolas Sarkozy said all French operations on the ground were being suspended and his defence minister was dispatched to Afghanistan to clarify the situation.
"If the security conditions are not clearly established then the question of an early return of French forces from Afghanistan will arise," said Sarkozy.
France has almost 4,000 troops in Afghanistan as part of the 130,000-strong NATO-led force there. French troops mainly patrol Kapisa, a mountainous province near Kabul. They are due to leave by around the end of 2013.
NATO said four soldiers were killed. French Foreign Minister Alain Juppe told a news conference about 15 others were wounded, eight of them seriously.
The Taliban did not claim responsibility for the attack, but told Reuters that an Afghan soldier had killed eight French troops. The Islamist group often exaggerates accounts of engagements with foreign forces and casualties.
NATO has been rapidly expanding the Afghan security forces so that they will be able to take over all responsibility for security when Western combat forces leave in 2014.
Previous incidents in which Western troops were killed by Afghan colleagues have been blamed either on Taliban infiltration of the Afghan military, or on stress, indiscipline and divided loyalties within the hastily trained Afghan ranks.
"It is incomprehensible and unacceptable that Afghan army soldiers assassinate French troops," Juppe told reporters.
Afghan President Hamid Karzai, who is due in Paris on January 27 to sign a cooperation treaty, expressed his "deep sadness and condolences to the families of the victims".
The Taliban "has skillfully placed the Taliban inside enemy ranks who have carried out attacks, however it is not clear whether the shooter belonged to the Islamic Emirate", spokesman Zabihullah Mujahid said in an emailed statement, using another name that the Taliban use for themselves.
Insurgent Maulvi Jamilur Rahman, who identified himself to Reuters as Taliban commander of Kapisa, said the Afghan soldier had been in contact with his fighters. "Now we are in control of a major portion of the area," Rahman said.
Karim Pakzad, associate researcher at the French Institute for Strategic Relations in Paris, said the move by Sarkozy was playing into the Taliban's hands.
"The Taliban are stronger than ever and want to impose their conditions on negotiations, and these attacks are a way to accelerate the departure of NATO troops," he said.
Jimmie Cummings, spokesman for the NATO-led International Security Assistance Force in Kabul, said: "There is no indication that these incidents are linked or part of any larger coordinated effort."
"INSIDER THREAT"
More than 2,500 foreign troops have died in Afghanistan since the NATO-led war began in 2001. The latest killings take the French toll to 82.
"The way they were killed isn't new," Pakzad said. "Since NATO decided to increase the Afghan army to 300,000 soldiers recruitment has been done haphazardly and that has made it much easier for the Taliban to infiltrate the Afghan army."
Dozens of foreign soldiers have been killed in recent years by what NATO dubs the "insider threat".
Two French Foreign Legion soldiers and one American were killed in separate "green-on-blue" shootings last month, so called after the colors of the Afghan army and the symbol of NATO. The coalition no longer releases the number of its troops killed by Afghan soldiers.
In Washington, U.S. Secretary of State Hillary Clinton said she did not expect Paris to diverge from NATO's withdrawal plans agreed at a Lisbon summit in 2010.
"We are in close contact with our French colleagues and we have no reason to believe that France will do anything other than continue to be part of the very carefully considered transition process as we look at our exit as previously agreed upon in Lisbon," Clinton told reporters following a meeting with German Foreign Minister Guido Westerwelle.
Westerwelle said it was important for western nations to keep focused on the reason for their presence in Afghanistan.
"We want to express our deepest condolences, but we think we have to continue because we protect our own security and our own freedom and way of life," he said.
The White House said the U.S. national security advisor spoke with his French counterpart on Friday to express condolences and highlight the importance of French troops in the NATO-ISAF coalition.
In Paris, Defence Minister Gerard Longuet said he would report back to Sarkozy by Tuesday after his trip to Afghanistan.
Sarkozy may be tempted to announce an early withdrawal for domestic reasons, three months ahead of a presidential election. An opinion poll in May showed more than half of French voters back withdrawal. Sarkozy's Socialist rival Francois Hollande has pledged to pull out by the end of this year if he wins power.
"The new position announced by the president goes against all previous statements which had stayed loyal to the coalition line of a progressive withdrawal," Pakzad said. "Without a doubt this statement has been taken with internal politics in mind."

With Vinny gone, the "Jersey Shore" cast spiraled out of control! Deena danced so hard that her hair extensions needed to be surgically removed, Snooki was half a body shot away from the morgue, and the Situation "left the show" because nobody cared that it was birthday. Here are my five favorite moments from this week's "Jersey Shore":
5. A Tribute to the Fallen
This week's episode picked up where last week's left off. Vinny went home to Staten Island to calm down after his anxiety flare-ups. You know, re-charge his batteries and get away from reality-TV cameras for a while. Wait, what? MTV sent a camera crew home with him? Get better, Vinny!
Back in Seaside, Vinny's housemates paid tribute to their fallen comrade in unique ways.
Ron? "In honor of Vinny, I'm wearing skinny jeans!" Sweet! Respectful! Well done, Ron.
How about you, Pauly? "I'm gonna smash this girl in Vinny's bed in honor of Vinny leaving the house." That's ... something!
Snooki and Deena, you're up next! "Meatball day! I love gay dudes! You can dance with them, and then at the end of the night, you're not expected to give them ..." — well, you get the idea. Forget Harvey Milk. I think the gay-rights movement has a new hero.

Speaking of the Situation, he might be on the path to "wife-ing" perennial hookup Paula. And if it happens, I vote Sammi as maid of honor.

UCI legal? That depends?

Anytime a big player in the aero bicycle market launches a new bike, it?s a big deal. In the case of Cerv?lo?s P5, it was a slightly bigger deal than any other launch in recent history. Why? Well, not only was the cycling press waiting to see the latest wind-cheating design from the Canadian manufacturer, but there were rumors of hydraulic brakes, something not entirely new, but certainly interesting.
It turns out that Cerv?lo appears to have delivered once again on a bike that is not only aesthetically pleasing, but also functionally compelling. Cerv?lo partnered with both Magura and 3T for the P5. And the result is a fine example of the increasingly popular trend of frame and component design integration.
The frame is UCI legal and one iteration of the new fork is as well. Cerv?lo also offers a triathlon-specific fork that is not. The frame conforms to the regulations stating that tubes must be no more than three times deeper than their width, but Cerv?lo used a loophole to stretch the seat tube beyond the typical interpretation of the rule.
Cerv?lo senior advanced R & D engineer Damon Rinard says the UCI allows ?gussets? that support and connect the frame tubes as long as they are no deeper than the original tube dimension. The P5?s seat tube is 27mm wide, which means it must be 81mm or shorter in the longest direction, and the seat tube is almost exactly that length. The gusset connecting the seat tube and the top tube, however, is another 81mm.
These connected elements create a surface that is 162mm at its longest point. A second gusset is used to connect the seat stays to the seat tube that extends the segment of the tube deeper than the UCI?s 3:1 ratio lower on the seat tube. At its widest point, the P5 actually has a 6:1 ratio, yet it still abides by the UCI?s 3:1 rule. Go figure.

6 killed in Afghanistan were Hawaii-based Marines
HONOLULU (AP) ? All six Marines killed in the crash of a U.S. helicopter in Afghanistan were based in Hawaii, a Hawaii congresswoman said Friday.
The CH-53D helicopter crashed Thursday in Afghanistan's southern province of Helmand.
U.S. Rep. Colleen Hanabusa, a member of the House Armed Services Committee, said Friday she's saddened to hear of the deaths. Her spokeswoman, Ashley Nagaoka Boylan, said the congresswoman was notified Thursday evening that all six Marines were Hawaii-based.
"All who have called Hawaii home are part of our island ohana, and every loss like this touches us deeply," Hanabusa said in a statement, using the Hawaiian word for family.
The military hasn't identified those killed. But John Riddick, of Mount Pleasant, Iowa, said his son was among them.
Master Sgt. Travis Riddick, 40, grew up in Iowa and joined the Marines after graduating from Centerville High School in 1990. John Riddick said his son served three tours in Iraq and two in Afghanistan. This was to be his last tour.
The Vietnam War-era CH-53D is the same model as a helicopter that crashed and killed a Marine in a bay off Hawaii on March 29. An investigation later revealed mechanical failure caused that accident.
Thursday's crash was the deadliest in Afghanistan since August, when 30 American troops died after a Chinook helicopter was apparently shot down in Wardak province in the center of the country.
The cause of the latest crash is still being investigated, but a statement issued by the NATO international military coalition said there was no enemy activity in the area when it happened.
German Brig. Gen. Carsten Jacobson, a spokesman for the NATO coalition in Kabul, said officials were looking at a "technical fault" as the possible culprit.
"The helicopter is one of the safest forms of transport," Jacobson said. He said not only does it protect troops the danger of roadside bombs on the ground, but it is well-tested, well-proven way to travel.
"The loss of the six U.S. Marines in yesterday's helicopter crash in Afghanistan comes as tragic news for our island community and our nation," U.S. Rep. Mazie K. Hirono, of Hawaii, said in a statement. "We owe them and all of our brave servicemen and women a debt of gratitude for their dedication to our country."
In 2005, the same base lost 27 Marines when a CH-53E Super Stallion deployed to Iraq crashed during a desert sandstorm. Altogether, 30 Marines and a Navy medic were killed in that crash.
CH-53D Sea Stallion helicopters were first used in the 1960s, and the Marine Corps flew them in the Vietnam War.
All Sea Stallions still used operationally are stationed at Marine Corps Base Hawaii in Kaneohe Bay. The military plans to replace them with the MV-22 Osprey.

Experimental Drug Might Help Some a Bit With Colon Cancer (HealthDay)
TUESDAY, Jan. 17 (HealthDay News) -- The experimental cancer drug regorafenib appears to extend survival slightly in patients with metastatic colorectal cancer, a new trial indicates.
Regorafenib is a so-called multikinase inhibitor, which targets several of the ways cancer develops and grows, researchers said.
"The drug was tested on patients with metastatic colorectal cancer who had progressed after standard therapies, meaning they had no treatment options available," lead researcher Dr. Axel Grothey, a professor of oncology at the Mayo Clinic, said during a noon press conference at the Gastrointestinal Cancers Symposium in San Francisco on Tuesday.
The drug is designed to stop tumor progression, both by preventing cancer cells from growing and by preventing these cells from developing the blood vessels needed to keep them alive, the researchers explained.
In the trial, more than 700 patients with metastatic colon cancer were randomly selected to receive regorafenib or placebo.
In addition, all patients received care to treat symptoms, but not to change the course of the disease, the researchers noted.
Treatment included antibiotics to fight infections, painkillers and corticosteroids.
The investigators found that patients taking regorafenib survived an average of 6.4 months, compared with five months for those receiving a placebo -- an increase in survival of 29 percent.
In addition, 44 percent of the patients taking regorafenib responded to the drug or had their cancer slowed, compared with 15 percent of the patients receiving placebo, they reported.
Based on these findings, the trial was stopped in October so that all patients could be offered the drug.
The trial was funded by the maker of regorafenib, Bayer HealthCare Pharmaceuticals.
"The drug helped patients live longer," said Dr. Len Lichtenfeld, deputy chief medical officer for the American Cancer Society. "But you have to keep in mind that these patients had advanced disease."
And, the gains were modest, he added. "Patients who got the drug lived about one month longer. Unfortunately, the difference between the groups in the time it took for the disease to get worse was small -- about six days," he said.
Lichtenfeld thinks that using the drug earlier in treatment might have more impact. "But not every drug, when moved earlier in the course of the disease, is necessarily proven to be effective," he cautioned.
Grothey noted regorafenib is being tested in a phase 2 trial in patients with earlier stage colorectal cancer, in hopes that the results will be even more dramatic.
Research presented at medical meetings should be viewed as preliminary until published in a peer-reviewed medical journal.

Parents Concerned About Increased Asthma Episodes in School (ContributorNetwork)
Childhood asthma is back in the news as parents in a Maryland school found that their asthmatic children had more episodes after being back in school from winter break, reports ABC 7. Their concerns are prompting another look at asthma and what families can do to help make life easier for kids who have it.
* The American Academy of Asthma, Allergy and Immunology (AAAAI) describes asthma as an inflammation of the airways that causes wheezing, chest pain and shortness of breath.
* There are several kinds of asthma: occupational (or environmental), allergic and childhood asthma. If a child is going to develop any one of these kinds of asthma he will most likely do so before age five or at least by his teen years.
* According to the CDC, nearly 10 percent of children have some form of asthma. Parents who have asthma or those with a family history of asthma are much more likely to have children with asthma.
* AAAAI says asthma is usually triggered by one of several things: exercise, cold air and air quality problems. AIRNow offers state-by-state air quality alerts to help asthma sufferers prepare for attacks.
* One of the most dangerous triggers is second hand tobacco smoke. The CDC advises smoker parents with asthmatic children to only smoke outside the home and avoid smoking in the car or around children.
* Other triggers in the home include: dust mites, mold, pet fur and dander, wood smoke and cockroaches. The CDC advises parents to keep an asthma-prone child's environment vacuumed and free of clutter. Children should be kept away from campfires and excess bulky bedding that traps dust. Running an air conditioner, heating with gas instead of a wood stove and keeping furry pets clean and brushed helps, too.
* Maryland parents said that school was another place where kids experience problems with asthma. One mother said that since returning to school after winter break her son was back on his asthma medication, double doses in fact, when he had needed none at home, says ABC News.
* Triggers at school include fluctuating temperatures from antiquated heating and ventilation systems. Most schools are little used during vacation and dust and mold build up caused problems too.
* Cold winter temperatures outside plus stale air inside make asthma conditions worse, too, says WebMD. They advise parents to be vigilant about taking medications and make sure children dress warmly, including wearing a scarf over the mouth.
* There are several asthma treatment methods available for children. Parents, along with the child's doctor should create an Asthma Action Plan so that all family members, caregivers, babysitters and school staff know how to help the child in case of an asthma attack.
* The CDC encourages parents to educate their children about asthma and help them plan strategies to avoid triggers and prevent attacks. There are several websites for children about how to manage asthma, including BAM, Airnow Kids and AAAAI Just for Kids.

NASA Spaceport Breaks Ground for Shuttle Atlantis Display (SPACE.com)

The final astronaut to lead a space shuttle mission returned to his launch and landing site in Florida on Wednesday (Jan. 18) to help break the ground for his spacecraft's future public display.
Chris Ferguson, who commanded the final flight of shuttle Atlantis last July, joined NASA and Florida state officials at the Kennedy Space Center Visitor Complex near Cape Canaveral for a ceremonial ground breaking for the 65,000-square-foot exhibit dedicated to the retired winged orbiter.

"It's very fortunate we can celebrate this milestone," Ferguson said. "Fortunate we had the foresight and resources to preserve Atlantis to serve as a reminder of the limitless potential of the citizens of the United States of America, and inspire those who will come after us."
Billed as the marquee element of the visitor complex's ten year master plan, the $100 million Atlantis exhibit will tell the story of NASA's 30-year space shuttle program, while providing a unique vantage point for guests to see the historic vehicle up-close.
Ferguson was joined at the ceremony by Kennedy Space Center's deputy director Janet Petro and by Florida's Lt. Governor Jennifer Carroll. Jeremy Jacobs, chairman and CEO of Delaware North Companies, and Bill Moore, the visitor complex's chief operating officer, represented the company NASA contracts to operate the facility.
Shovels in hand, Ferguson and the four others dug into the dirt while standing in front of a large banner hanging from a backhoe excavator. The backdrop showed a new rendering of the exhibit hall's exterior design and revealed the complex's plans to erect replicas of the shuttle's twin 149-foot (45 meter) tall solid rocket boosters and 154-foot (47-meter) tall external fuel tank just outside the display.
"This is an incredible day for our nation's space program," Moore said. "Today marks the start of a new era in which this magnificent ship, Atlantis, which has traveled to space and back an astounding 33 times, will remain docked in her home port, displayed in all her glory with a new mission to uphold ? to inspire a new generation of space explorers who will take us to even greater heights."
Storied exhibit
According to Moore, the exterior of the six-story building will be comprised of two sweeping architectural elements, or "wings" representing the shuttle's launch and return. [Gallery: Baby Photos for Shuttle Atlantis]
The outer layer of the exhibition hall, which will be cloaked in iridescent hues of orange and gold, represents the fiery glow of re-entry. The taller, internal wing of the building will be covered in a shimmering tile pattern in varying tones of gray designed to evoke the tiled underside of the orbiter.
At the entrance, guests will be greeted by full size, upright replicas of the shuttle's external fuel tank and twin solid rocket boosters. On the opposite side of the booster and tank assembly, a silhouette of the orbiter will give guests an idea of the shuttle's exact size and placement when it was on the launch pad.
"The 184-foot-tall space shuttle stack will give visitors a true sense of the massive size and awesome power used to thrust the shuttle into low-Earth orbit," visitor complex officials described in a statement. "However, they will have to travel a little further and wait a few more moments to get up close to the real thing ? the actual orbiter, Atlantis."
Moore said that further details concerning the space shuttle exhibit will be revealed in phases as the project continues toward its opening date of summer 2013. Atlantis will be shown with payload bay doors open and replica robotic arm extended. The orbiter will be set against a backdrop of just a sliver of an orbital sunrise as if Atlantis was just emerging into the lit side of its 90-minute orbit around the Earth.
The exhibit, which will be located in the visitor complex's "Shuttle Plaza," will be adjacent to the park's existing ride attraction, the Shuttle Launch Experience.
Awaiting Atlantis' arrival
Atlantis, which on Friday (Jan. 20) will be rolled from its processing hangar to NASA's 52-story Vehicle Assembly Building to await further display preparations, is expected to arrive at the visitor complex early next year.
To accommodate the visitor complex's display plan and to make Atlantis safe for public viewing, NASA technicians have been working since the shuttle landed last summer to remove hazardous materials and to reduce the orbiter's overall weight. Atlantis will be outfitted with three replica main engines and recently had its robotic arm and airlock lifted out of its cargo hold. Both large fixtures will not be reinstalled.
NASA powered down Atlantis, including its "glass" cockpit controls, for the final time in December.
Before the exhibit opens in 2013, visitors to the complex may have the opportunity to see Atlantis while it is in the Vehicle Assembly Building. The center offers a "KSC Up Close" bus tour that includes going inside the voluminous building.

To prepare for Wednesday's ground breaking and to clear the way for Atlantis' arrival, the visitor complex previously had removed a full-scale, walkthrough replica of the space shuttle and a horizontal display of the space shuttle solid rocket boosters and external fuel tank.
The model orbiter, named Explorer, will move this March to Space Center Houston, where it will be displayed by the official visitor center for NASA's Johnson Space Center in Texas. Explorer's external tank and boosters will move to Los Angeles, where they are to be exhibited along with the real shuttle Endeavour at the California Science Center.
The third and oldest of NASA's retired space shuttles, Discovery, will be ferried this April atop a modified Boeing 747 to Virginia for its display at the Smithsonian National Air and Space Museum's Steven F Udvar-Hazy Center.
Discovery will be taking the place there of the prototype orbiter Enterprise, which will in turn will be flown to New York City for exhibit by the Intrepid Sea, Air and Space Museum.

Flight diverts after 'unruly' couple seeks Champagne

A Delta Air Lines flight from Atlanta to Costa Rica was diverted to Tampa, Fla., on Sunday evening after a couple from Germany became unruly, officials said.
Delta spokeswoman Chris Kelly Singley told The Associated Press Flight 414 departed Hartsfield-Jackson Atlanta International Airport at 6 p.m. Sunday and landed at Tampa International Airport at 7:34 p.m. The captain made the call to land, the spokeswoman said. After the "unruly" passengers were removed, the plane went on to Costa Rica, she said.
Tampa International Airport spokeswoman Janet Zink identified the passengers as Peter and Gabriele Strohmaier of Dusseldorf, Germany. She said they were seated in first class and demanding food and Champagne and refused to sit down.
Zink said no charges had been filled. The FBI and Transportation Security Administration were investigating.
Reached at the Tampa hotel where the couple was spending Sunday night, Gabriele Strohmaier told The Associated Press that a Delta crew member "exaggerated enormously and felt terribly insulted" after her husband raised concerns about the food and beverage service.
She said her husband had asked for a glass of champagne, but was told it was all gone. She said the crew member then walked away rather than listen to his concerns. She denied that she or her husband was told to sit down and refused.
"No, we were not standing," she said.
Peter Strohmaier, who identified himself as a lawyer, said he "did nothing except to say I would like to have the meal and so on...all normal things."
He said the Delta crew member told him she was not pleased with his attitude.
"I am not prepared to accept such behavior," he said, adding that in the end he didn't get Champagne, a meal or even water. The couple had flown to the U.S. from Germany earlier in the day.
Gabriele Strohmaier said the couple need to "take another airline, naturally not Delta" to get to Costa Rica.
The Tampa Bay Times reported that flight 413 was on the ground for about an hour before continuing on to Costa Rica.
